《中国的军阀政治》内容简介

　　作者引出“军阀主义”的概念，并沿用C.M.威尔伯关于“军阀主义”是“一种有组织的政治体系，其中武力通常是权力分配和制定政策的决定因素”的定义。这样，军阀政治统治时期的社会关系，以及由这种关系所形成的政治系统，就成为作者主要关注的对象了。换言之，对个别具体的军阀的政治行为进行描述，并不是（或并不仅仅是）本书的研究要旨，而是通过“角色”的分类，然后加以系统分析的方式，从而凸显历史描述与政治分析的最佳结合点。用作者自己的话说就是，本书的研究路径是“避免对角色作出评价”，而重点在于对体制进行分析。

　　第一章作者提出了自己的方法论框架，论证其理论体系的依据；第二章从历史实证的角度，简单叙述了中国军阀派系的起源；第三章至第七章从关系、兵源、训练、武器及其经济等诸多侧面，对中国军阀政治系统的各项要素作出了较详细的分类研究；第八章则在上述各章的基础之上，简要概括出军阀政治行为的基本准则；最后，在第九章中，作者又运用国际政治理论的“权力均势”范式，试图从中进一步抽象出中国军阀政治发展的一般性历史模式。很显然，作者对全书的这种总体安排是经过深思熟虑的，它已初步构成了别具一格的分析框架和认识格局。正如美国政治学者G.吉勒卡评价的那样：“这是一本特别有价值的书，该书引用了几乎所有的中文和英文的第二手资料，同时也引用了大量的第一手资料，对1916—1928年间的中国军阀时期的政治，进行了动态的、有根据的、有思想的，并引人入胜的探讨。”

　　作者简介

　　齐锡生，早年毕业于台湾东海大学，后赴美国深造，主修国际关系和政治学，获芝加哥大学博士学位。1967—1992年任教于美国北卡罗来纳大学（UniversityofNorthCarolinaatChapelHill），1992—2002年参与香港科技大学的建校工作并任社会科学部主任。曾先后在美国多所大学和中国台北“中研院”从事研究工作。研究兴趣包括中国近代以来的内政外交问题、国际关系理论和军备战略问题。著作有：NationalistChinaatWar:MilitaryDefeatsandPoliticalCollapse,1937-1945(1982)、PoliticsofDisillusionment:TheChineseCommunistPartyUnderDengXiaoping,1978-1989(1991)、TowardaGlobalCommunityofScholars(1997)等。

"China's warlord Politics" content introduction

The author introduces the concept of "warlordism" and follows C.M. Wilbur's definition of "warlordism" as "an organized political system in which force is often the determining factor in the distribution of power and the formulation of policy." Thus, the social relations during the warlord political rule and the political system formed by such relations become the main object of the author's attention. In other words, the description of the political behavior of specific warlords is not (or is not only) the focus of this book, but the classification of "characters" and then systematic analysis of the way to highlight the best combination of historical description and political analysis. In the author's own words, the research approach of this book is to "avoid the evaluation of roles" and focus on the analysis of institutions.

In the first chapter, the author puts forward his own methodological framework and demonstrates the basis of his theoretical system. The second chapter briefly describes the origin of Chinese warlord factions from the perspective of historical demonstration; Chapter three to chapter seven makes a detailed classification of the elements of China's warlord political system from the aspects of relations, sources of soldiers, training, weapons and economy. The eighth chapter summarizes the basic principles of warlords' political behavior on the basis of the above chapters. Finally, in Chapter 9, the author uses the "balance of power" paradigm of international political theory to try to further abstract the general historical model of the political development of Chinese warlords. Obviously, the author's overall arrangement of the book has been carefully considered, and it has initially formed a unique analytical framework and cognitive pattern. As the American political scientist G. Gileka commented, "This is a particularly valuable book, which draws on almost all secondary sources in Chinese and English, as well as a large number of primary sources, to provide a dynamic, informed, thoughtful, and engaging discussion of Chinese warlord politics from 1916 to 1928."

About the author

After graduating from Tunghai University in Taiwan, he went to the United States, where he majored in international relations and political science, and received his doctorate from the University of Chicago. 1967-1992 years who teaches at the university of north Carolina (UniversityofNorthCarolinaatChapelHill), 1992-2002 to participate in the Hong Kong university of science and technology of school work and as a director of the social sciences. He has been engaged in research work in several universities in the United States and the Chinese Academy of Research in Taipei, China. His research interests include China's internal affairs and foreign affairs since modern times, international relations theory and arms strategy.
