清代的直隶口外地区（相当于今天的河北省北部、内蒙古自治区东南部、辽宁省西部），是一个多族群混居地区。这里分布着民人、八旗、内务府包衣、内扎萨克旗蒙古、察哈尔八旗蒙古五个族群。清朝对直隶口外的治理，是通过设立多个政府、并行管理来实现的。各个政府的职能不是对立的，而是有机联系、重叠在一起的。清朝设置了盟旗、内务府皇庄和牧场、太仆寺牧场、礼部牧场、州县、察哈尔都统、热河都统七个政府进行管理，由此又造就了不同的政治单元。这套多重政府制是清朝治理多族群混居地区的惯用手段。本书将说明清代直隶口外的政治图景，远比过去我们所理解的“旗—县”二元模式或线性汉人移民模式要复杂得多；“因俗而治”这一术语所掩盖的东西，一点也不比它所揭示的东西要少。

In the Qing Dynasty, the Zhilikou Wai area (equivalent to the northern Hebei Province, the southeast of Inner Mongolia Autonomous Region and the western Liaoning Province) was a multi-ethnic mixed area. There are five ethnic groups: Minren, eight banners, Interior Administration House coating, Inner Zasak Banner Mongolian and Chahar Eight Banner Mongolian. The Qing Dynasty managed the outside of Zhili Estuary by setting up multiple governments and managing them in parallel. The functions of the various governments are not opposed, but organically linked and overlapping. The Qing Dynasty set up seven governments to manage the Alliance Banner, the Internal affairs office Huangzhuang and Ranch, Taibusi Ranch, Libu Ranch, Zhou County, Chahar and Rehe, thus creating different political units. This system of multiple government is the customary means of governing multi-ethnic mixed areas in the Qing Dynasty. This book will show that the political landscape outside Zhili in the Qing Dynasty is far more complex than the dual model of "flag - county" or linear Han migration model we have understood in the past; The term "rule by custom" conceals nothing less than what it reveals.
