《变局之解》内容简介

　　面对大变局，本书主要关注2个核心问题：

　　1.全球代表性科技智库到底在研究什么？

　　2.对于关键科技议题，全球代表性科技智库都怎么看？

　　基于问题1，本书上篇选取了全球12家代表性科技智库，梳理了这些科技智库近5年上千篇公开研究成果，试图总结当前全球科技智库的思想地图、代表性研究问题和研究趋势。

　　基于问题2，本书下篇选取了6个关键科技议题：集成电路、人工智能、生物医药、科技竞合、气候变化和创新体系，通过分析前沿科技智库围绕上述议题的研究，试图呈现全球智库界总体性的咨询建议。

　　作者简介

　　张聪慧，上海市科学学研究所党总支副书记、副所长，《世界科学》期刊主编。主持多项“上海市科技创新行动计划”软科学研究项目，如2021上海科技创新中心指数及相关研究、全球科技创新智库动态跟踪研究、上海中长期及“十四五”科技创新人才发展规划研究、全球科技智库若干重大议题研究、上海科创中心建设历程研究等。出版《上海科创中心实录》《走近科学——解读上海重大科研成果》等。

　　李辉，上海市科学学研究所研究员、科技与社会研究室副主任，农工党上海市科技委员会委员。上海交通大学科学技术史博士（与美国宾夕法尼亚大学联合培养）。曾担任国务院发展中心创新发展研究部访问学者。主持多项省部级课题。主要研究领域为科技与社会、全球科技治理等。

　　田贵超，上海科技管理干部学院科技政策研究所副所长。同济大学管理学博士（与美国明尼苏达大学联合培养）。中国科学学与科技政策研究会理事兼国际合作与科技外交专委会秘书长，上海市欧美同学会理事，嘉定区政协委员。曾在国家科技部、上海财经大学借调和工作。主要研究领域为国际科技合作、科技外交等。

　　

A brief introduction to the Solution to Change

In the face of great change, the book focuses on two core questions:

1. What are the world's leading technology think tanks working on?

2. What do the world's representative science and technology think tanks think about key science and technology issues?

Based on question 1, the first part of this book selects 12 representative science and technology think tanks in the world, sorts out the thousands of published research results of these science and technology think tanks in the past five years, and tries to summarize the ideological map, representative research questions and research trends of the current global science and technology think tanks.

Based on question 2, the next part of the book selects six key science and technology issues: integrated circuits, artificial intelligence, biomedicine, science and technology competition, climate change, and innovation system, and tries to present the overall advisory suggestions of the global think tank community by analyzing the research of cutting-edge science and technology think tanks on the above issues.

About the author

Zhang Conghui, deputy secretary and director of the General Party Branch of Shanghai Institute of Science, editor-in-chief of World Science. Presided over a number of "Shanghai Science and Technology Innovation Action Plan" soft science research projects, such as 2021 Shanghai Science and Technology Innovation Center index and related research, global science and technology innovation think tank dynamic tracking research, Shanghai medium and long-term and "14th Five-Year Plan" science and technology innovation talent development planning research, global science and technology think tank several major issues research, Shanghai science and technology innovation center construction process research. Published Records of Shanghai Science and Innovation Center, Approaching Science - Interpreting Major Scientific Research Achievements in Shanghai, etc.

Li Hui is a researcher of Shanghai Institute of Science, Deputy Director of Science, Technology and Society Research Office, and member of Shanghai Science and Technology Committee of the Peasant Labor Party. Ph.D., History of Science and Technology, Shanghai Jiao Tong University (jointly trained with University of Pennsylvania, USA). He served as a visiting scholar at the Innovation and Development Research Department of the Development Center of The State Council. Presided over a number of provincial and ministerial projects. His research interests include science, technology and society, and global science and technology governance.

Tian Guichao is deputy director of the Institute of Science and Technology Policy at the Shanghai Institute of Science and Technology Management Cadres. Doctor of Management, Tongji University (jointly trained with the University of Minnesota, USA). Director of Chinese Society of Science and Technology Policy, Secretary General of International Cooperation and Science and Technology Diplomacy Special Committee, director of Shanghai Western Returned Scholars Association, member of Jiading District CPPCC. He was seconded and worked in the Ministry of Science and Technology and Shanghai University of Finance and Economics. His research interests include international science and technology cooperation and science and technology diplomacy.
