陆征祥（1871-1949）是清末民初中国国势最弱、国际地位最低阶段，最具代表性的外交家，身居世界、东亚、中国都在转变的乱世，承担中国外交的重担，曾任国务总理、国务卿，8次出任外交总长，亲历李鸿章访俄、第一次海牙保和会、《中俄协约》、"二十一条"、巴黎和会等重要交涉，深知其中复杂辛酸内幕，也饱受弱国外交之苦，他的一生反映出许多重要的时代面相。谈到“二十一条”交涉，陆征祥感叹：“总归一句话，弱国无外交。”于山东问题交涉时，他试图“联美制日”，但因日美互相妥协而未能为中国争取到应有权益，交涉失败。最终决定拒签对德和约，也因而成为当时民众心中的“拒签英雄”。他坚信“强权之不可久持，公理必得最后之战胜”。但受限于史料不足，学界对他的研究偏少。本书以陆征祥为中心，使用外交档案和藏于比利时修道院的《陆征祥文书》、报纸、个人文书等史料，结合政治、社会舆论、个人三个视角，考察从清末、北洋、到国民政府时期，陆征祥与中国外交、近代中国与世界的互动历程。

作者简介

唐启华，1955年出生于台湾基隆，伦敦政治经济学院国际关系史系博士。现任复旦大学历史学系教授。曾任台中中兴大学历史系副教授、教授，台北政治大学历史系教授兼主任，台中东海大学历史系教授兼主任。主要著作有《北京政府与国际联盟（1919～1928）》《被“废除不平等条约”遮蔽的北洋修约史（1912~1928）》《巴黎和会与中国外交》《洪宪帝制外交》等。

Content introduction

Lu Zhengxiang (1871-1949) was the most representative diplomat in the late Qing Dynasty and early Republic of China, when China's national power was weakest and its international status was lowest. Living in the turbulent times when the world, East Asia and China were changing, he assumed the burden of China's diplomacy. He served as Prime Minister, Secretary of State and eight times as foreign Minister. Having witnessed Li Hongzhang's visit to Russia, the First Hague Peace Conference, the Sino-Russian Treaty, the "Twenty-One Articles", the Paris Peace Conference and other important negotiations, he was well aware of the complicated and bitter inside stories, and also suffered the sufferings of weak state diplomacy. Talking about the "21" negotiations, Lu Zhengxiang lamented: "In a word, weak countries have no diplomacy." In the negotiation on the Shandong issue, he tried to "unite the United States with Japan", but failed to win due rights and interests for China because of mutual compromise between Japan and the United States. Finally decided to refuse to sign the peace treaty with Germany, and thus became the "hero of refusal" in the hearts of the people at that time. He firmly believed that "might cannot last long, and right will prevail in the end." However, due to the lack of historical materials, the academic circle has studied him less. With Lu Zhengxiang as the center, this book uses diplomatic archives and historical materials such as Lu Zhengxiang's Documents, newspapers, and personal documents stored in a Belgian monastery, and combines three perspectives of politics, public opinion, and individuals to examine Lu Zhengxiang's interaction with Chinese diplomacy and modern China with the world from the late Qing Dynasty, Beiyang, and the period of the National Government.

About the author

Tang Qihua, born in Keelung, Taiwan in 1955, holds a PhD in the History of International Relations at the London School of Economics and Political Science. He is currently a professor of History at Fudan University. He has served as associate professor and Professor of the Department of History, Chung Hsing University, Taichung, Professor and Director of the Department of History, Taipei Chengchi University, and Professor and Director of the Department of History, Taichung Donghai University. His major works include The Beijing Government and the League of Nations (1919-1928), The History of the North Ocean Treaty Obscured by the Abolition of Unequal Treaties (1912-1928), the Paris Peace Conference and China's Diplomacy, and Hong Xian's Imperial Diplomacy.
