  上世纪90年代初,南斯拉夫联邦解体,原加盟共和国纷纷独立。1991年10月15日,波黑宣布为主权国,导致波斯尼亚与塞尔维亚之间的民族矛盾激化,波黑战争爆发。

  面对强大对手,新生小国波黑在战场上处于绝对的劣势。外交部长哈里斯·西拉伊季奇临危受命,只身前往美国,寻求国际社会支持。但是,无论是联合国还是美国政府,都未与置理。

  转机出现在西拉伊季奇联系上了罗德公关公司的吉姆·哈弗之后。这名公关专家不仅指导西拉伊季奇大力塑造博得西方世界关注和同情的形象,更利用真真假假的情报,成功诱使国际舆论倒向波黑,令塞尔维亚的国际形象彻底崩塌并陷入完全孤立的境地。某种意义上说,波黑战争的结局无关乎正义、道德和人权,起决定性作用的是占有情报、操纵舆论和形象公关。



  高木彻,1965年出生于东京,1990年东京大学文学部毕业。NHK节目导演,曾在福冈地方局任职,后转职报道局,参与多项NHK国际大型节目的制作。所著《战争广告代理商》获讲谈社非虚构文学奖、新潮纪实文学奖,《巴米扬大佛之劫》获大宅壮一非虚构文学奖。

"War Advertising Agency" revealed the mysterious intelligence war inside the Bosnian War, vivid and detailed description of a private public relations company as the driving force behind the use of various public relations strategies, means and skills, fabricating news reports conducive to the "client", manipulating the trend of international public opinion, and ultimately determining the success or failure of a war.

In the early 1990s, the Yugoslav federation broke up and the former republics became independent. On October 15, 1991, Bosnia and Herzegovina declared itself a sovereign state, leading to the intensification of ethnic tensions between Bosnia and Serbia, and the outbreak of the Bosnian War.

In the face of a formidable opponent, the tiny new state of Bosnia and Herzegovina was at an absolute disadvantage on the battlefield. The foreign minister, Haris Silajdzic, was ordered to travel alone to the United States to seek international support. But neither the United Nations nor the United States government has responded.

The turnaround came when Silajdzic contacted Jim Haver of Roeder PR. This public relations expert not only guided Silajdzic to build an image that commanded the attention and sympathy of the Western world, but also used real and false intelligence to successfully induce international public opinion to fall on Bosnia and Herzegovina, so that Serbia's international image completely collapsed and fell into complete isolation. In a sense, the outcome of the war in Bosnia and Herzegovina is not about justice, morality and human rights, but about the possession of intelligence, the manipulation of public opinion and image public relations.

Toru Takagi was born in 1965 in Tokyo and graduated from the Department of Literature at the University of Tokyo in 1990. NHK program director, who worked in Fukuoka Local Bureau before moving to the Reporting Bureau, participated in the production of many major NHK international programs. His books "War Advertising Agency" won the non-fiction Literature Prize and the New Fashion Documentary Literature Prize, and "The Robbery of Bamiyan Buddha" won the non-fiction Literature Prize.
