《重组与突破》内容简介

　　在50余载的工作历程中，重庆市原市长黄奇帆参与、主导了一系列重组，从中他深刻领悟到重组的真谛与妙趣：其真谛在于资源优化配置、体制机制创新，其妙趣在于“随心所欲不逾矩”“柳暗花明又一村”。

　　本书辑录了黄奇帆在重庆工作期间遇到难题时以“重组求突破”的思维与实践，以期与读者分享重组的感悟。全书共分两个部分：

　　第一部分专讲企业的重组与管理，包括城市建设投融资平台类企业、资本运营投资类企业、金融企业、国有工商企业集团和民营企业五大类企业。每一类企业的重组内容都涉及该类企业当时困难的严重性和重组的紧迫性及必要性，以及为解决该企业问题而进行的重组方案的脉络与原则、对策措施、成效与结果。

　　第二部分专讲行业的重组与管理，包括城市房地产业、工业产业、内陆加工贸易的转型、教育、金融、财政六大行业的重组与管理。每一类行业的重组内容都涉及当时行业的状况、内在的困难、百姓的呼声、国家的政策要求，每一种行业重组都涉及从供给侧对各类要素资源进行优化重组，从而在结构性平衡中实现超常规的发展。

　　黄奇帆

　　研究员、工商管理硕士，中国金融四十人论坛学术顾问、国家创新与发展战略研究会学术委员会常务副主席。曾任重庆市市长、第十二届全国人民代表大会财政经济委员会副主任委员。黄奇帆对经济体系的运行机制和政府经济管理具有深入的理论思考和丰富的实践经验，著有《结构性改革》《分析与思考：黄奇帆的复旦经济课》《战略与路径：黄奇帆的十二堂经济课》《数字经济：内涵与路径》《谈浦东开发的战略、政策及其管理》等著作，经济学研究能力突出，学术造诣深厚。

Brief introduction of Reorganization and Breakthrough

In more than 50 years of work, Huang Qifan, the former mayor of Chongqing, participated in and led a series of restructuring, from which he deeply understood the true meaning and fun of restructuring: its true meaning lies in the optimal allocation of resources, institutional mechanism innovation, and its fun lies in "doing whatever you want and not exceeding the moment".

This book is a compilation of Huang Qifan's thinking and practice of "reorganization for breakthrough" when he encountered difficulties during his work in Chongqing, with a view to sharing his understanding of reorganization with readers. The book is divided into two parts:

The first part focuses on the reorganization and management of enterprises, including urban construction investment and financing platform enterprises, capital operation and investment enterprises, financial enterprises, state-owned industrial and commercial enterprise groups and private enterprises. The reorganization content of each type of enterprise involves the seriousness of the difficulties of the enterprise at that time, the urgency and necessity of the reorganization, as well as the context and principles, countermeasures, effects and results of the reorganization plan carried out to solve the problems of the enterprise.

The second part focuses on the restructuring and management of the industry, including the transformation of urban real estate industry, industrial industry, inland processing trade, education, finance, and finance. The restructuring content of each type of industry involves the situation of the industry at that time, the inherent difficulties, the voice of the people, and the policy requirements of the country, and each type of industry restructuring involves the optimization and restructuring of various elements of resources from the supply side, so as to achieve extraordinary development in the structural balance.

Huang Qifan

Professor, Master of Business Administration, Academic Advisor of China Finance Forty Forum, Executive Vice Chairman of Academic Committee of National Innovation and Development Strategy Research Society. He was the Mayor of Chongqing Municipality and Vice Chairman of the Financial and Economic Committee of the 12th National People's Congress.
