作者简介

沈联涛(Andrew Sheng)

中国银保监会首席顾问,香港特首经济高质量与持续发展顾问,中国证监会国际顾问委员会委员,国家开发银行国际咨询委员会委员,中国投资公司国际咨询委员会委员,上海市推进国际金融中心建设领导小组国际咨询委员会委员,香港大学亚洲全球研究院杰出研究员,联合国环境规划署可持续金融顾问委员会成员,清华大学经济管理学院兼职教授,布里斯托大学荣誉副校监。

曾任马来西亚中央银行首席经济师、助理行长,世界银行高级经理,国际证监会组织技术委员会主席。1998年10月—2005年9月连续三届担任香港证监会主席,1993—1998年间担任香港金融管理局副总裁。2003年以来担任中国银监会首席顾问和国际咨询委员会委员、召集人。2013年3月,被美国《时代》周刊选为年度“全球百名影响力人物”。

肖耿

香港中文大学(深圳)高等金融研究院教授、政策与实践研究所所长。兼任香港国际金融学会主席,及深圳先行示范区与横琴自贸片区专家组成员。

2018—2021年任北京大学汇丰商学院教授、海上丝路研究中心主任。1992—2008及2015—2018在香港大学历任讲师、副教授及教授。曾任世界银行顾问、哈佛大学国际发展研究院访问学者、香港证监会主席顾问兼研究部主管、布鲁金斯学会资深研究员、清华—布鲁金斯公共政策研究中心首任主任、哥伦比亚大学北京全球中心主任、香港经纶国际经济研究院副总裁及多家中外企业与金融机构独立非执行董事。在海内外智库、监管机构、企业与金融机构、及国际组织主持政策研究几十年,并在制度、宏观、金融、企业、城市发展、以及中美关系等领域长期为中央、地方、监管部门、及国内外媒体提供政策分析与建议。发表中英文著作8部、期刊论文几十篇(被SSCI收录7篇、其它国际学术期刊目录10篇、中国CSSCI目录9篇)及中英文时评几百篇。

Including the COVID-19 pandemic, serious disagreements between China and the United States, and even the coming worst financial crisis in history... We are facing crises on multiple fronts - geopolitical, trade and financial - at the same time. At this time, if our vision is narrow, linear, mechanical, and one-sided, we will not be able to connect these discrete factors, events, and general trends, nor will we be able to discover and understand the periodic laws of big history.

As well-educated economists, financial regulators and practitioners, as well as keen internal observers of Asian political culture, Shen Liantao and Xiao Geng both have years of working and researching experience in Eastern and Western financial circles, and have both Eastern and Western vision and thinking logic. In the process of years of observation and thinking, they have broken through the thinking limitations of the existing paradigm, and very farsighted the integration of eastern and western thinking frameworks, providing readers with a multidimensional way to think about the full picture of common economic problems at home and abroad, in order to understand the complex and changing environment before and now.

"Governance in Changing China: 2011-2021" is a joint work of the two economists. Andrew Sheng

Chief Advisor to China Banking and Insurance Regulatory Commission, Advisor to the Chief Executive of Hong Kong on High Quality and Sustainable Economic Development, Member of the International Advisory Committee of China Securities Regulatory Commission, member of the International Advisory Committee of China Development Bank, Member of the International Advisory Committee of China Investment Corporation, member of the International Advisory Committee of Shanghai Leading Group to Promote the construction of International Financial Center, Distinguished Fellow of Asia Global Institute, University of Hong Kong. Member of the Sustainable Finance Advisory Board of the United Nations Environment Programme, Adjunct Professor, School of Economics and Management, Tsinghua University, Honorary Vice-Chancellor, University of Bristol.

He has served as Chief Economist and Assistant Governor of the Central Bank of Malaysia, Senior manager of the World Bank, and Chairman of the Technical Committee of the International Organization of Securities Commissions. He was Chairman of the Securities and Futures Commission of Hong Kong for three consecutive terms from October 1998 to September 2005, and Deputy Chief Executive of the Hong Kong Monetary Authority from 1993 to 1998. Since 2003, he has served as the chief advisor and member and convenor of the International Advisory Committee of the China Banking Regulatory Commission. In March 2013, he was selected as one of the "100 Most influential People in the World" by Time magazine.

Xiao Geng

Professor and Director of Institute of Policy and Practice, Institute for Advanced Finance, The Chinese University of Hong Kong (Shenzhen). He is also the Chairman of the Hong Kong Institute of International Finance and a member of the expert group of Shenzhen Pilot Demonstration Zone and Hengqin Free Trade Zone.

From 2018 to 2021, he was a professor at Peking University HSBC Business School and director of the Maritime Silk Road Research Center. He was lecturer, Associate professor and Professor at the University of Hong Kong from 1992 to 2008 and from 2015 to 2018. He has been an advisor to the World Bank, a visiting scholar at the Harvard Institute for International Development, an advisor to the Chairman and Head of Research at the Hong Kong Securities and Futures Commission, a senior fellow at the Brookings Institution, the first director of the Tsinghua-Brookings Center for Public Policy, director of the Beijing Global Center at Columbia University, Vice President of the Hong Kong Kelon Institute for International Economics, and an independent non-executive director of several Chinese and foreign enterprises and financial institutions Thing. He has conducted policy research for decades in think tanks, regulatory agencies, enterprises and financial institutions, and international organizations at home and abroad, and has provided policy analysis and advice to central, local, regulatory authorities, and domestic and foreign media in institutional, macro, financial, corporate, urban development, and U.S.-China relations. He has published 8 works in both Chinese and English, dozens of journal papers (7 included in SSCI, 10 in other international academic journal catalogs, 9 in Chinese CSSCI catalog) and hundreds of current reviews in both English and Chinese.
