　　1972年，与欧亚大陆上的许多地方一样，苏联遭受了严重的旱灾，小麦收成损失严重，粮食问题迫在眉睫。按照美国一贯的“粮食战略”，此时正是漫天要价的时候，苏联要想填上巨大的粮食缺口，必然要付出巨大代价。然而，出人意料的是，此时如坐针毡的不是勃列日涅夫，而是白宫里的尼克松。

　　原来，苏联对歉收早有预料，在产量公布之前，佯装丰收，骗过了美国专门派去的调查员，最终以极低的价格买走美国三分之一的存粮，美国因此少赚30亿美元。更糟糕的是，美国粮食库存严重下降，粮价暴涨，出现了史无前例的粮食短缺现象。

　　本书以1945~1991年的美苏粮食贸易为对象，对这一时期两国及全球粮食贸易的发展过程、重要事件及两国实行的政策进行了探讨分析。在此基础上，着重探讨了20世纪70年代至90年代由石油与粮食的地位与价格等变化引起的一系列国际局势的变动，分析了美国将粮食作为“武器”运用的政策演变，还原苏联过度依赖粮食进口对其最终解体的影响。

　　迟有度，生态学博士，北京市特聘专家，多年从事智慧农业的研究和应用工作，利用植物生理模型、气象、遥感等方法推动农业数据应用，关注全球农业发展及政策沿革。

In 1972, as in many parts of Eurasia, the Soviet Union suffered a severe drought that resulted in severe wheat crop losses and a looming food problem. Based on the grain trade between the United States and the Soviet Union from 1945 to 1991, this book discusses and analyzes the development process, important events, and policies of the two countries and the global grain trade during this period.
